It's in the Camera Raw Preferences, JPEG and TIFF handling:
You get three options, and the default is "open jpegs with settings". That means if a jpeg has ACR metadata adjustments, it will open in ACR; otherwise not. In other words once opened through ACR it will continue to do so.
