It's not a clone stamp, it's a spot removal tool. It copies texture, and blends it in to the existing background. Which is blown out.
The spot removal tool is designed to remove small specks of dust - not to paint over a large blown out area. Take the image to Photoshop or Elements. Lightroom isn't the right tool for this.
