It's not in Preferences. It's likely that you have created an Import Preset (which includes setting the "Punch" develop preset) which Lightroom is defaulting to. Set it back to "None", clear the "Punch" preset, then try a few imports to make sure everything is now normal.
The Import Preset box is down at the bottom of the Import Panel:
