Despite your claim that you actually do understand, you continue to pursue a goal that says to me that you don't understand.
A photo that has dimensions (for example), 2000x3000 at 600ppi (not dpi) is the exact same photo if you change it to 2000x3000 at 300ppi. Not a pixel changes. There is zero benefit to performing this task.
And when it comes time to print, the 600ppi is essentially ignored by every print software that I know of anyway. If you tell the printer to give you a 4x6 print from the 2000x3000 600ppi file, you will get a 4x6 print (which is effectively a 500ppi print). The ppi in the file has been ignored.
