The permissions don't change but you might use a different drive (?).Permissions are drive specific.

I know I've had issues with Permissions on Drives in the past withOSX.You need to select the drive and then cmd + i to access the Get Info panelAnd check that all Users have read&writeEnsure also...

In the LR4 catalog, select File->Import from another catalog, then point LR4 to your LR3 catalog.
